Summary of Part 27 TIA Wireless Communications Service Testing

The rules for the Wireless Communications Service (WCS) are tested under the provisions of the Communications Act of 1934. This act allows the FCC to regulate radio transmission and issue licenses for radio stations.

Licensees and manufacturers must ensure compliance with the FCC radio frequency exposure requirements. Frequency stability must be sufficient to ensure that emissions stay within the authorized bands.

Failure to comply with TIA or FCC regulations may result in the discontinuation of all transmissions. The FCC may determine the conditions that are considered to be non-interfering. The FCC may require modifications necessary to eliminate interrupting interferences.

Part 27 states the conditions under which the 2305 – 2320 and 2345 – 2360 MHz bands are available and licensed for WCS. Fixed, mobile, and radiolocation services are provided while using the frequency bands previously mentioned. Other FCC rule parts applicable to the Wireless Communications Service include the following:

  • Part 0: Commission organization and delegation of authority
  • Part 1: Practices and procedures for license applications
  • Part 2: Frequency allocations and international regulations
  • Part 5: Radiofrequency spectrum and identification
  • Part 17: Construction, marking, and lighting of antenna towers
  • Part 25: Satellite communications
  • Part 51: Telecommunication carriers for interconnection
  • Part 68: Connection of terminal equipment

Scope of CAAA Part 27 Wireless Test Standard

A manufacturer must apply for an initial WCS authorization in each market they wish to sell their product. Initial WCS authorizations will have a term no more than ten years from the date of the original issuance or renewal.

All of the equipment used in TIA Part 27 must be authorized by the Commission under its type acceptance procedure. Licensees and manufacturers are subject to strenuous radiofrequency exposure requirements to ensure the safety of all parties involved.

Two paired channel blocks are available for assignment on a Major Economic Area basis. Two unpaired channel blocks are available for assignment on a Regional Economic Area Grouping. These consist of regions and county-equivalent areas that the FCC licenses on a regional basis.

The terms based and fixed stations are prominent within this standard test method. A base station is defined as a land station in the land mobile service. On the other hand, a fixed station is a station in a fixed service. Part 27 evaluates base and fixed stations transmitting in the 2305 – 23105 or the 2350 – 2360 MHz band.

The test standard also defines numerous power and antenna height requirements needed to conduct this type of wireless testing.

Fixed, land and radiolocational stations transmitting in the 2305 – 2320 MHz and 2345 – 2360 MHz bands are limited to 2000 watts. Mobile and radiolocation mobile stations are limited to 20 watts peak equivalent isotropically radiated power.
