ANSI C63.10 Unlicensed Wireless Device Compliance Testing
ANSI C63.10 evaluates the testing of an abundance of unlicensed wireless devices. As a leader in RF regulatory compliance testing, Keystone Compliance recognizes the requirements needed for wireless radio manufacturers. Meeting the ETSI, FCC, and other wireless testing specifications can be challenging. Not only do we understand the challenges, but we help guide companies through the process.
Keystone Compliance tailors each test plan to individual customer needs minimizing unnecessary costs and over-testing. Additionally, we are in constant communication throughout the entire test process. Our wireless test engineers work with clients to quickly develop appropriate and concise test plans. We have a reputation for measurements helping customers achieve their wireless product certifications.

Summary of ANSI Compliance Testing of Unlicensed Radio Equipment
ANSI C63.10 provides testing for a wide variety of unlicensed wireless devices. Examples of these devices include:
- Remote control and security unlicensed devices
- Frequency hopping and direct sequence spread spectrum devices
- Antipilferage devices
- Cordless telephones
- Wireless medical unlicensed wireless devices
- Intrusion detectors
- Inductive devices
- Ultra-wideband devices
An unlicensed wireless device can be described in two different ways.
- A lower-power communication device that intentionally generates and emits radio frequency energy by radiation or induction. These devices or systems typically can be operated without an individual license in some countries.
- The device is permitted to emit radiofrequency energy but requires no specific device licensing or authorization. This includes intentional radiators or license-exempt transmitters.
Scope of ANSI C63.10 RF Regulatory Compliance Testing
This standard measures RF signals and noise emitted from unlicensed wireless devices. These devices must operate at a frequency range of 9 kHz to 231 GHz. The intentional radiator RF testing standard does not apply to radio emissions from unintentional radiators.
Where possible, the specifications are harmonized with other national and international standards used for similar purposes.
Various unlicensed wireless devices are subject to certain regulatory requirements. The primary way to show compliance is by testing the devices in a repeatable and reproducible manner. This standard assists in showing compliance with technical specifications for the majority of current wireless devices in wide use.
This wireless RF test standard does not consider methods for unlicensed wireless devices already covered in other published standards. This standard does not cover the measurement of emissions from radio receivers. Many types of unlicensed wireless devices are also subjected to regulatory compliance requirements concerning human exposure to RF energy.
ANSI C63.10 Emission Measuring Conditions
The proper instrumentation is used to obtain accurate and reproducible results. Various equipment accessories and settings are needed depending on the particular measurements being performed.
Both spectrum and electromagnetic interference receivers can be used for making emission measurements.
Specific emission instrumentation includes equipment such as:
- Receiver
- Spectrum analyzer
- Detector functions and selection of bandwidth
- Reference level, attenuation, and headroom
- RF power meter
