Summary of 47 CFR 97 Wireless Amateur Radio Testing
47 CFR part 97 is designed to provide information such as testing, special operations, and general provisions for amateur radio services. There are five principles used and expressed in this standard described below:
- Recognition and enhancement of the value of the amateur service to the public as a voluntary noncommercial communication service. Particularly concerning emergency communications.
- Continuation and extension of the amateur’s proven ability to contribute to the advancement of radio art.
- Encouragement and improvement of the amateur service through rules which provide for advancing skills in both the communication and technical aspects.
- Expansion of the existing reservoir within the amateur radio services of trained operators, technicians, and electronics experts.
- Continuation and extension of the amateur’s unique ability to enhance international goodwill.
The station apparatus is controlled by the licensee in the Universal Licensing System (ULS) consolidated license database. This is done before the station can transmit any frequency from any place that is within 50 km of the Earth’s surface and at a place where the services can be regulated by the FCC.
Scope of 47 CFR Amateur Radio Service Testing
When applying for a new license grant, any qualified person is eligible to apply. However, the application must be filed through the FCC.
The application starts with operators presenting information to administrators. The administrative person or group can collect all the necessary information however they choose. This includes creating their forms.
For club or military grants, the owners must prove that the organization has tax-exempt status. It must be made clear that no person attempting to obtain a grant will do it by fraudulent means.
There are four different wireless station licensing grants. These consist of:
- An operator/primary station license grant.
- A club station license grant.
- A military recreation station license grant.
- A RACES station license grant.
Each of these FCC grants has different conditions to allow for use of the test apparatus. The person named on the grant may use the transmitting test equipment. These conditions are continuously regulated by the FCC.
When transmitting, each station must include a control operator.
The pilot or captain of the vessel must first approve of its operation when placing amateur stations on ships or aircraft. Additionally, the station should be separate and independent of other radio equipment installed. This is to not cause interference to any other apparatus.
Before placing an amateur station, the license must comply with specific actions stated by this wireless standard. A station within 1600 m of an FCC monitoring facility must be sure to protect the facility from harmful interferences.
