Summary of Part 25 of 47 CFR FCC Satellite Communication Testing

The CFR intentional wireless testing of satellite communications standard describes applicable rules and regulations to matters relating to communications by satellites. The Federal Communication Commission must authorize personnel before operating apparatus. This wireless apparatus is used for the transmission of energy, communications, or signals by space or earth stations.

Earth stations: are stations located either on the Earth’s surface or within the major portion of the Earth’s atmosphere.

Space stations: are stations located on an object which is beyond or goes beyond a major portion of the Earth’s atmosphere.

Applications of radio station compliance are granted upon examination of the application. The FCC must also recognize that the proposed facilities, operations, and devices comply with the applicable rules, regulations, and policies.

Failure to operate in conformance with the Communications Act and any conditions specified can result in a loss of one’s license. A station license is terminated for malicious transmissions of any signal that causes harmful interference with any other radio communications.

Scope of Satellite Communication Wireless Testing

Before the marketing of satellite communication devices, the FCC mandates that applications be filed on the FCC licensing website. The FCC can request additional information concerning an application, submission, or pleading regarding an application from any party at any time.

Frequency restrictions are put into place in this standard wireless test method. In the 27.5 – 28.35 GHz band, the FSS (Earth-to-space) is secondary to the Upper Microwave Flexible Use Service. Other restrictions include the use of 37.5 – 40 GHz bands. These are limited to individually licensed Earth stations.

Intentional Radiator 47 CFR Technical Operations

A licensee of a licensed wireless facility is responsible for the proper operation and maintenance of the station. The licensee must also ensure that a trained operator is present on the Earth station at all times.

Part 25 subpart D of the FCC test standard defines and examines the specific operations of wireless satellite devices. These include but are not limited to:

  • Control of transmitting stations
  • General inter-system coordination procedures
  • Duties regarding space communications transmissions
  • Procedures to be followed in the event of harmful interference
