Personal Communication Services (PCS) evaluates which portions of the radio spectrum are made available for PCS. Other FCC rules that apply to licenses in the personal communications service include the listed below:

CFR FCC wireless PCS licenses provide mobile communication services on their assigned spectrum. Fixed services can be provided on a co-primary basis with mobile operations. Broadcasters are transmitted over airwaves for public reception by anyone with a receiver tuned to the right signal channel. Broadcasting is prohibited.
Scope of 47 CFR PCS Wireless Testing
Each transmitter utilized for operation must be authorized by the Federal Communications Commission. Licenses and manufacturers are subject to the radiofrequency radiation procedure. Applications for wireless devices must also contain a statement confirming compliance with FCC requirements for both fundamental and unwanted emissions.
Height Above Average Terrain (HAAT) is determined by subtracting average terrain elevation from antenna height above mean sea level. Average terrain elevation is calculated using elevation data from a 30 arc second or better digital elevation model.
Licenses that own their antenna structures must not allow the antenna to become a hazard to air navigation. Generally, the antenna owners are responsible for registering the structures with the FCC. However, each FCC committee or licensee authorized to use the antenna can also be held responsible.
Eighteen frequencies are available for assignment on a nationwide basis. The authorized bandwidth of narrowband PCS channels is 10 kHz for 12.5 kHz channels and 45 kHz for 50 kHz channels. For aggregated adjacent channels, a maximum authorized bandwidth of 5 kHz less than the total aggregated channel width is permitted.
47 CFR Emission Limits of Personal Communications
The power of any emission is attenuated below the transmitter power. For transmitters authorized a greater bandwidth than 10 kHz on any frequency outside the authorized limit and removed from the edge by a displacement frequency of up to 40 kHz.
CFR 47 emissions are measured in peak or average values provided they are in the same parameters as the transmitter power. When an emission outside of the authorized bandwidth causes harmful interference, greater attenuation is generally required.
